Software quality is often discussed as if it were a general impression: stable, fast, user-friendly, reliable. That language is fine for marketing, but weak for engineering. Teams need a more precise way to think about quality because poor quality is rarely just one defect class. It usually appears as a mismatch between stakeholder needs, system behavior, and the evidence used to judge the result.
That is why software quality should be treated as a structured engineering concern rather than a vague aspiration. If quality is not decomposed into characteristics that can be reasoned about, the team will optimize for what is easiest to see, usually feature completion, and underinvest in the qualities that determine whether the software is actually fit for use.
Quality starts with stakeholder needs, not with defect counts
Defect counts matter, but they are not the full definition of quality. A system can have few obvious defects and still be poor if it is hard to maintain, performs badly under realistic load, or fails to support the user’s real context. That is why quality has to be anchored to stakeholder needs and intended use.
The ISO/IEC 25010 overview states: “The quality of a system is the degree to which the system satisfies the stated and implied needs of its various stakeholders, and thus provides value.”
That definition is useful because it shifts the conversation away from local technical preferences and back toward system value and stakeholder expectations.
Quality has to be decomposed into characteristics
ISO 25010 helps because it does not talk about software quality as one blob. It defines a model of quality characteristics and sub-characteristics, which gives teams a way to reason about what they are really evaluating.
In practical terms, teams usually need to think at least about functional suitability, performance efficiency, compatibility, usability or interaction capability, reliability, maintainability, and security. The exact emphasis depends on the product. A consumer application and a safety-relevant embedded controller will not weight these the same way. But neither can afford to ignore them entirely.
ISO/IEC 25010 defines functional suitability as the degree to which a product or system provides functions that meet stated and implied needs when used under specified conditions.
That phrase “under specified conditions” matters because it forces quality conversations into the real operating context. Quality is not just whether the function exists. It is whether it works correctly where and how the user actually needs it.
Measurement should reflect system risk, not just convenience
Quality measurement often goes wrong because teams choose metrics that are easy to collect instead of metrics that expose meaningful risk. They count test cases, story points, or defect totals while missing the qualities that determine operational success.
Better measurement starts by asking which qualities, if weak, would cause the most serious consequences for this product. For some systems the priority is performance under load. For others it is correctness, interoperability, or maintainability over years of change. The quality model helps teams define those dimensions before choosing the evidence.
That also means quality cannot be left entirely to testing. If maintainability matters, design and code structure matter. If compatibility matters, interface definition matters. If usability matters, context-of-use and user interaction matter. Measurement should follow the quality risk, not the department boundary.
Requirements quality and software quality are connected
One of the weakest assumptions in many projects is that software quality can be recovered downstream even if the requirements were poor upstream. In reality, weak requirements often produce weak quality measurement because the team never stabilized what “good” was supposed to mean.
If performance thresholds are vague, performance quality is vague. If behavioral requirements are ambiguous, functional quality becomes subjective. If maintainability is never expressed as a real concern, it is treated as optional housekeeping until change becomes expensive.

Software quality is not the absence of bugs. It is the degree to which the software satisfies the stated and implied needs that matter in its real context of use.
If teams cannot explain which quality attributes matter most for their product and how those attributes will be judged, then they are not measuring quality yet. They are measuring activity around quality.
